Islam's Defense Strategy

(The Urgent Need for the Unity and Security of the Muslim Ummah)

Dr Zamir Akhtar Khan

The Muslim world today stands at one of the most critical junctures in its history. From Palestine to Kashmir, from Sudan to Myanmar, and from many other regions where Muslims face oppression and instability, the Ummah is confronted with unprecedented political, military, economic, and ideological challenges. At the same time, many Muslim societies remain internally divided by sectarianism, nationalism, ethnic rivalries, and political disputes, making them increasingly vulnerable to external interference.

It is against this backdrop that Tanzeem-e-Islami has launched a countrywide campaign from 31 July to 21 August 2026, calling upon the Muslim Ummah in general and the people of Pakistan in particular to awaken to their collective responsibilities. The title of this campaign is “Plight of the Muslim Ummah and path to salvation”. The campaign emphasizes two inseparable objectives: first, to revive the vision of the unity of the Muslim Ummah; and second, to safeguard the ideological and territorial integrity of the Islamic Republic of Pakistan.

These objectives are not merely political aspirations. They are deeply rooted in the guidance of the Holy Qur'an and the teachings of the Prophet Muhammad (SAAW).

Defense: An Islamic Obligation

Islam is a complete code of life. It has a message of peace, justice, and mercy. However, peace can only be preserved when a nation possesses the strength to deter aggression. The Qur'an does not encourage Muslims to initiate conflict; rather, it commands them to remain adequately prepared so that potential aggressors are discouraged from attacking.

Allah Almighty commands:

"Prepare against them whatever force and cavalry you can muster so that you may deter the enemies of Allah and your enemies, and others besides them whom you do not know but Allah knows. Whatever you spend in the cause of Allah will be repaid to you in full, and you will not be wronged."(Surah Al-Anfal:60)

This remarkable Ayah establishes one of Islam's most comprehensive principles of Ummah’s collective security. Preparation is itself a means of preventing war. A strong nation discourages aggression, whereas weakness often invites it.

The Arabic word "Quwwah" (Power) mentioned in the above mentioned Ayah carries a comprehensive meaning. It includes military capability, economic resilience, scientific advancement, technological excellence, cyber security, strategic planning, intelligence, industrial self-reliance, and above all, unwavering faith and moral discipline. Thus, Islam's defense strategy extends far beyond weapons alone; it encompasses every form of strength that contributes to the protection of the Ummah.

The Unity of the Muslim Ummah

No defense strategy can succeed without unity. Allah commands:

"Hold firmly to the rope of Allah all together and do not become divided." (Surah Aal-e-Imran 3:103)

Unfortunately, the Muslim world remains fragmented into competing national, ethnic, and sectarian interests. This fragmentation has significantly weakened the collective position of Muslims in international affairs. The Qur'an repeatedly warns that disunity leads to weakness:

"Do not dispute with one another, lest you lose courage and your strength departs." (Surah Al-Anfal 8:46).

History bears witness that whenever Muslims stood united under common principles of faith, justice, and mutual cooperation, they emerged as a force for stability and civilization. Whenever they became divided, foreign domination followed. The revival of the Ummah therefore requires sincere efforts to promote mutual respect, consultation, cooperation, and collective security among Muslim nations.

Pakistan's Strategic Responsibility

Equipped with nuclear capability, Pakistan occupies a unique position in the Muslim world. It was established in the name of Islam and possesses significant strategic capabilities, including one of the strongest armed forces among Muslim countries. Its geographic location places it at the crossroads of South Asia, Central Asia, China, Iran, and the Middle East.

These blessings also impose responsibilities. Besides implementing Islamic System, Pakistan must continue strengthening its internal unity, constitutional institutions, economic resilience, scientific research, educational standards, and national defense. Internal political instability, economic weakness, corruption, and social polarization weaken not only Pakistan itself but also diminish its ability to contribute positively to the wider Muslim Ummah. The solidarity of Pakistan is therefore not merely a national concern; it carries broader significance for the collective strength of Muslims worldwide.

Defense Begins with Character

Military preparedness alone cannot guarantee security. The Qur'an repeatedly links victory with righteousness, discipline, patience, justice, and obedience to Allah and His Prophet (SAAW). A morally corrupt society cannot remain secure indefinitely regardless of its military resources.

The Prophet Muhammad (SAAW) cultivated strong individuals before building a strong state. Faith, honesty, sacrifice, discipline, and brotherhood became the foundation upon which Islamic civilization flourished. Every Muslim therefore shares responsibility for strengthening the Ummah through personal reform, family education, social responsibility, professional excellence, and sincere service to society.

Preparing for Every Dimension of Modern Conflict

The nature of warfare has changed dramatically. Today’s conflicts extend beyond conventional battlefields into cyberspace, artificial intelligence, economic sanctions, media influence, information warfare, technological competition, and ideological confrontation. Consequently, the command of Surah Al-Anfal requires Muslims to excel in education, research, innovation, digital technologies, artificial intelligence, cyber defense, strategic industries, healthcare, food security, and economic independence. Universities, research institutions, industries, media organizations, and educational systems all become vital components of national defense. The preparation commanded by Allah is therefore continuous and comprehensive.

Conclusion

The campaign launched by Tanzeem-e-Islami serves as a timely reminder that the challenges confronting the Muslim Ummah cannot be addressed through emotional reactions alone. They require strategic vision, unity of purpose, spiritual revival, intellectual excellence, and comprehensive preparedness in line with Prophetic (SAAW) methodology. The Qur'anic command of Surah Al-Anfal is as relevant today as it was more then fourteen centuries ago. Every generation of Muslims must prepare itself—spiritually, intellectually, economically, scientifically, and militarily—to safeguard justice, protect the oppressed, preserve peace, and defend the dignity of the Ummah.

If the Muslim world sincerely embraces the Qur'anic principles of unity, righteousness, and preparedness, it can once again become a source of stability, justice, and hope for humanity. War in Islam is not an end in itself; it is a sacred trust aimed at crushing the forces of evil, make the deen of Allah Prevalen, preserving peace, protecting human dignity, and ensuring that truth and justice prevail.
